The USPS Mailing Promotions for 2025 were announced this summer, and while we wait for the full rule books, we wanted to share the information we have right now. The USPS mailing promotions have been a vital part of many programs — in 2023, Production Solutions clients saved over $2 million! However, in the new year, there are significant changes to the promotions. So, let’s dive into what we know so far.
There will be five promotions and two add-on discounts. They are:
Integrated Technology (formerly “Emerging and Advanced Technology”) rewards mailers for enhancing mail with approved technologies such as augmented reality, mixed or virtual reality, Near Field Communications, Video in Print, and QR Codes. Any letter, flat, or card going First-Class, Marketing Mail, or Non-Profit can qualify. The discount will be up to 3% on postage. Much like in 2024, mailers can choose any consecutive 6-month period to run the promotion. Registration can start as early as November 20, 2024, and the promotion can begin as early as January 1, 2025.
Tactile, Sensory, and Interactive is a discount for enhancing mail through paper, ink, interactive elements, and finishing techniques. Mailers can use different textures, scents, folding techniques, or specialty inks to qualify. One change from 2024 is that gloss stock will not be eligible in 2025. The discount is up to 4% on postage. Registration will start on December 15, 2024. The promotion will start on February 1 and run until July 31, 2025.
Continuous Contact (NEW IN 2025) encourages mailers to mail more frequently to the same addresses. The content of the mailing must be complementary or iterative to the previous mailing, but not a duplicate. We are still waiting for more information on how this will work and what mailings will qualify for this promotion. The discount is up to 3% on postage. Registration starts February 15, 2025. The promotion will start on April 1 and run until December 31, 2025.
Reply Mail IMbA is for mailers with Qualified Business Reply Mail (QBRM) and High Volume QBRM. This discount aims to move these accounts to a new accounting system called IMbA. The IMbA is an automated system that runs more efficiently and provides additional visibility into QBRM pieces. The discount is up to 3% on postage for those using a static QBRM Barcode and up to 6% on postage for those using a serialized barcode. Registration starts May 15, 2025. The promotion will start on July 1 and run through December 31, 2025.
First-Class Mail Advertising (formerly “Personalized Color Transpromo”) aims to encourage commercial mailers to use all their mail for advertising purposes. This promotion is for First-Class mailings that include advertisements in non-traditional marketing materials. For instance, you could add an advertisement to a billing statement to qualify. The discount is for up to 3% on postage. Registration starts July 15, 2025. The promotion will start on September 1 and run through December 31, 2025.
Add-On Promotions
The add-on promotions give mailers a way to increase their discounts by adding one or both of the following to any of the above:
